What the enterprise deems must be done in order to meet its desired goals. A course of action may be a strategy or a set of tactics that implement a strategy. Courses of action employ initiatives (projects; etc) to configure the resources of the enterprise (things; processes; people; time; locations...) to channel efforts towards the desired results.
