This refers to the total number of newly housed applicants from the NSW Housing Register in social housing who were previously homeless or at risk of homelessness, during the reporting period.
The number of applicants represents the total number of households applying to live in social housing - it is not a total count of people in those households.

Rationale
‘Priority access to those in greatest need’ is an proxy indicator of NSW Governments’ objective to provide services in an equitable manner. It is is defined as the proportion of new housing allocations that were to households in greatest need. Greatest need households include households that at the time of allocation are homeless.
A high or increasing proportion, particularly for short timeframes, may indicate a high degree of access for those households in greatest need.
Alignment: This aligns with national reporting in the Report on Government Services (RoGS).
